Serial Number Special Administrative Measures
I. Agriculture, Forestry, Animal Husbandry and Fishery
1. For the breeding of new wheat varieties and seed production, the shareholding ratio of the Chinese side shall not be less than 34%. For the breeding of new maize varieties and seed production, it must be controlled by the Chinese side.
2. Investment in the research and development, breeding, cultivation of China's rare and unique precious and fine varieties as well as the production of relevant reproductive materials (including excellent genes in planting, animal husbandry and aquaculture) is prohibited.
3. Investment in the breeding of transgenic varieties of crops, breeding livestock and poultry, and aquatic fry and the production of their transgenic seeds (seedlings) is prohibited.
4. Investment in the fishing of aquatic products in China's jurisdictional sea areas and inland waters is prohibited.
II. Mining Industry
5. Investment in the exploration, mining and beneficiation of rare earth, radioactive minerals and tungsten is prohibited.
III. Electric Power, Heat Power, Gas and Water Production and Supply Industries
6. The construction and operation of nuclear power plants must be controlled by the Chinese side.
IV. Wholesale and Retail Trades
7. Investment in the wholesale and retail of tobacco leaves, cigarettes, redried tobacco leaves and other tobacco products is prohibited.
V. Transportation, Warehousing and Postal Services
8. Domestic water transport companies must be controlled by the Chinese side.
9. Public air transport companies must be controlled by the Chinese side, and the investment proportion of one foreign investor and its affiliated enterprises shall not exceed 25%. The legal representative must be a Chinese citizen. The legal representative of general aviation companies must be a Chinese citizen. Among them, general aviation companies for agriculture, forestry and fishery are limited to joint ventures, and other general aviation companies are limited to being controlled by the Chinese side.
10. The construction and operation of civil airports must be relatively controlled by the Chinese side. Foreign parties shall not participate in the construction and operation of airport control towers.
11. Investment in postal companies and the domestic express delivery business of letters is prohibited.
VI. Information Transmission, Software and Information Technology Service Industries
12. Telecommunication companies: limited to the telecommunication services that were opened up as committed by China upon its accession to the WTO. The foreign shareholding ratio in value-added telecommunication services shall not exceed 50% (except e-commerce, domestic multi-party communications, store-and-forward services and call centers). Basic telecommunication services must be controlled by the Chinese side.
13. Investment in Internet news information services, online publishing services, online audio-visual program services, Internet cultural operation (except music), and Internet public information release services (except the contents that have been opened up in China's accession to the WTO commitments among the above services) is prohibited.

5.禁止对稀土、放射性矿物和钨的勘探、开采和选矿进行投资。
三。电力、热力、燃气及水的生产和供应业
6. 核电站的建设和运行必须由中方控制。
四。批发和零售业
7.禁止投资烟叶、卷烟、烟叶干制等烟草制品的批发和零售。
五、交通运输、仓储和邮政业
8.国内水运公司必须由中方控制。
9. 公共航空运输公司必须由中方控股，一名外国投资者及其关联企业的投资比例不得超过25%。法定代表人必须是中国公民。通用航空公司的法定代表人必须是中国公民。其中，农林渔业通用航空公司限于合资经营，其他通用航空公司则限于中方控股。
10. 民用机场的建设和运营必须由中方相对控制。外方不得参与机场控制塔的建设和运营。
11. 禁止投资邮政公司和国内信件快递业务。
六。信息传输、软件和信息技术服务业
12. 电信公司:仅限于中国在加入世贸组织时承诺开放的电信服务。增值电信业务外资持股比例不超过50%（电子商务、国内多方通信、存储转发服务和呼叫中心除外）。基本的电信服务必须由中方控制。
13. 禁止投资互联网新闻信息服务、网络出版服务、网络视听节目服务、互联网文化经营（音乐除外）、互联网公共信息发布服务（上述服务中已承诺开放的内容除外）。
